Access Policy

Technical status: enforcement_mode: off. The adherence switch does not currently deny public calls solely for absence of ADHERED. That state does not decide which uses are legally permitted or reserved. The rights boundary comes from the current TDM policy and the proved use.
Relationship with the current TDM policy. Classification follows the proved use, not the operator name, ASN or User-Agent. Search/discovery/indexing, linking, canonical citation and query-specific retrieval for a current request remain in the permitted lane under the canonical instrument. Persistent corpus/dataset acquisition, TDM, persistent embeddings, training/fine-tuning, evaluation/benchmark datasets and redistribution are reserved only where applicable ENTIA rights are engaged and subject to mandatory exceptions. Technical accessibility or absence of blocking is not by itself authorisation for a reserved use; access telemetry does not by itself prove training, retention, dataset inclusion, substantial extraction or infringement. This Access Policy describes how ENTIA (PrecisionAI Marketing OÜ) distinguishes between public discovery, open and free of charge, and productive access, which requires adherence to the access regime. It complements —without replacing— the Legal Notice, the Terms of Service, the API Terms, the MCP Terms and the Database Rights Notice.


1. Principle

Public discovery of economic identity is always available without adherence: Entia Homes in HTML, their public JSON-LD, the basic machine brief, the canonical identifiers, publication status, the evidence summary, the usageInfo/TDM reservation signals and the correction and claim channels.

Productive access —consumption at scale, continuous structured delivery and operational guarantees— requires adherence to the access regime described on the Adherence page. The boundary is ADHERED_vs_NON_ADHERED.

Public discovery is never denied. Adherence governs productive access, not the right to exist, to be found, corrected or claimed.

2. Access layers

Access to ENTIA's surfaces is organised into three layers:

3. How effective rights are determined

Adherence grants agreement scopes, but the effective rights over a specific datum are always the intersection of all applicable limits:

The system is fail-closed on redistribution, publication and training: if any of those limits restricts a use, that use remains restricted even if the agreement, on its own, would allow it. Adherence expands operational access; it does not expand rights over third-party data beyond what their source authorises.

4. Operator identification

Adherence is corroborated by the operator's identity (active contractual relationship), not by isolated signals. Technical signals such as ASN, reverse DNS, signature or user agent match do not grant adherence on their own: they raise the confidence level and serve for anomaly detection.

Identified public crawling (search engines, models, agents) may continue to access public discovery without adherence; that access is not equivalent to authenticated productive access. You can check the access status of your call at /api/v1/entitlement/status.

5. Enforcement status

The switch governs technical service enforcement, not the existence or scope of rights.

  • off (current) — a public call is not denied solely for lack of adherence; it does not mean all uses are permitted.
  • dry_run — records decisions without denying.
  • enforce — applies productive/restricted controls; the public permitted lane remains governed by the current policy.

Search, retrieval, corpus, TDM and training are classified by the canonical policy and proved use, not by this switch.

6. Transparency and no naming

ENTIA measures access in aggregate for governance and abuse detection, with a hard rule: operator names are never published as infringers. Access metrics carry the traffic class and status (public, authenticated, adhered, non-adhered, etc.) and hashed identifiers, never the legal name or the domain of a third party.

7. Machine-readable source

This policy is also served, in summarised and stable form, for automated consumption:

  • GET /api/v1/entitlement/policy — public surface, enforcement mode and boundary.
  • GET /api/v1/entitlement/status — access status of the call (adhered / non-adhered).

In the event of any discrepancy between the machine-readable summary and this document, this document prevails and, above both, the signed commercial agreement.

8. Relationship with other documents

This Access Policy is to be construed together with: the Legal Notice, the Terms of Service, the API Terms, the MCP Terms, the Acceptable Use Policy, the Privacy Policy, the Database Rights Notice and the TDM Reservation. The binding terms of productive access are set out in the corresponding commercial agreement; in the event of any discrepancy, that agreement prevails.

9. Modifications

PrecisionAI Marketing OÜ may modify this Access Policy. Substantial modifications —in particular, any change of the enforcement mode towards enforce— will be notified through the site with reasonable advance notice. Minor modifications will take effect upon publication. The last-updated date appears in the header.

10. Applicable law

This Policy is governed by the laws of the Republic of Estonia and, on a supplementary basis, by those of the European Union, without prejudice to the mandatory rights of the consumer user. Jurisdiction lies with the Courts and Tribunals of Tallinn (Estonia), unless the applicable mandatory legislation provides otherwise.
