Current status

ENTIA's current TDM policy is V3. Since 19 September 2026 at 03:08:41 UTC, ENTIA prospectively withdrew its earlier broad positive permissions for automated search, indexing, linking, citation, fresh retrieval and grounding. The current signal is search=no, ai-input=no, ai-train=no.

Since 21 September 2026 at 10:29:29 UTC, the canonical first-contact representation in /robots.txt is additionally sealed as V3.1. V3.1 is not a fourth policy, creates no new legal T0 and does not change the scope of V3.

What ENTIA reserves

Article 4(3) reservation, only where applicable rights exist

TDM and legal status

ENTIA expressly reserves, by machine-readable means, the rights whose non-reservation is a condition of the Article 4 TDM exception under Directive (EU) 2019/790, only to the extent ENTIA holds applicable rights in the affected works, databases or other subject matter.

RU1 · Model training or parameter update

Intentional admission of ENTIA-derived material as input to processes that update model parameters, weights or other trainable components where applicable rights are engaged.

RU2 · Training, evaluation or benchmark datasets

Durable selection, collection, normalisation, labelling, storage or inclusion of ENTIA material in corpora intended for training, tuning, evaluation, benchmarking or model development.

RU3 · Independent corpus or database reconstruction

Systematic acquisition or retention producing an independently reusable, source-substitute representation. Request volume alone never establishes reconstruction.

RU4 / RU5 · Cross-purpose promotion and redistribution

Later promotion of material obtained for one function into a different-purpose durable asset, or onward supply/redistribution of a derived dataset or corpus, where applicable rights are engaged.

What this reservation does NOT establish

No evidentiary shortcuts

A request, User-Agent, network label, HTTP 200, byte count or repeated access does not by itself prove TDM, training, retention, dataset inclusion, substantial extraction, infringement, contract formation, debt, fee or damages.

The reservation also does not create copyright, related rights, sui generis database rights or ownership of facts where those rights do not exist under applicable law.

Exceptions and temporal scope

Article 3 and non-retroactivity

The reservation does not affect the mandatory scientific-research exception in Article 3 where its conditions are satisfied. V3 operates prospectively and does not rewrite V1 or V2 or facts occurring during their respective windows.

V3.1 evidentiary representation

Allows an observed request to be associated with the exact bytes of the /robots.txt representation served by ENTIA. It does not prove remote parsing, understanding, acknowledgement, compliance or downstream use.
